A couple days later she saw the same panties at Kohl's for $9.99! The thing about TJMaxx is that they buy in lots. So, you might find an awesome pair of panties that you love, but they only have one. Most places have free shipping or a certain percentage off the shipping price if you order like $50 or $75 dollars worth at a time. If you cant find any there which are good enough the next stop would be either the dollar general store, the dollar tree, or just a plain dollar store.
