A 41-year-old Murrieta man who allegedly aimed a cell phone up a woman's dress and took photographs of her panties was free Monday on $2,500 bail. Humberto Rocha Cisneros was arrested Friday at a 99 Cents Only store in the 25200 block of Madison Avenue, according to Murrieta police Sgt. Rob Driscoll.
